Dr. Anthony Vann oversees the Budget, Controller's and Purchasing offices, which includes all leases and agency property.
Dr. Vann has spent more than 14 years in state government and has previously served as Deputy Director, Chief Administrative Officer, and Assistant Director for Administrative Services at Correction Enterprises. He has also served as hospital administrator for Central Prison Healthcare Complex.
Dr. Vann is committed to his profession and actively participates in areas of advancements for the field through several professional associations. Vann currently serves as the vice-president of the National Correctional Industries Association, as well as president-elect for the North Carolina Correctional Association. He is a contributing writer for the American Correctional Association and a member of the National Association of Blacks in Criminal Justice.
He received his bachelor’s in organizational management from St. Augustine’s University in Raleigh and holds a Master of Business Administration and a Doctorate in philosophy. He obtained his Diversity, Equity, & Inclusion certification from Cornell University, and successfully completed the Executive Leadership Development Program at the University of North Carolina at Chapel Hill. He is a 2017 graduate of the Department of Public Safety Career Leadership Development program.
Dr. Vann also serves on the Task Force for Racial Equity in Criminal Justice established by Gov. Roy Cooper in June 2020.
