Officials with the Department of Adult Correction have promoted three Community Supervision Managers to the position of Judicial District Manger (JDM) within Judicial Division 3 which covers 22 counties in the Piedmont region of North Carolina.
- Darryl Eugene Wilson – JDM District 18 - Guilford County
- Valerie Swan Washington – JDM District 19A – Cabarrus, Rowan counties
- Heather Graham Marsh – JDM District 19B - Montgomery, Moore, Randolph counties
“I’d like to congratulate these new JDMs who have demonstrated they are ready for the job at hand,” said Todd Ishee, secretary for the Department of Adult Correction. “I know they are up to the challenges of this position as they advance their careers.”

Darryl Eugene Wilson is a 29 year veteran with the Department of Adult Correction. He started as a correctional officer before joining Community Supervision as a Probation/parole Officer in 1997. Following several promotions he was named to Chief Probation/Parole Officer in Guilford County.
In 2011, he served as Chief Probation/Parole Officer in Forsyth County, District 21. Wilson was promoted to the position of Assistant Judicial District Manager for Guilford County in 2017.
Darryl graduated from Valley City State University in Valley City, North Dakota with a bachelor’s degree in liberal arts. He’s also a graduate of the NC Department of Adult Correction’s Correctional Leadership Development Program.
Valerie Swan Washington began her career with the Department of Adult Correction in 2007 as a Probation/Parole Officer in District 19A covering Cabarrus and Rowan counties. During that time she supervised a high-risk caseload of Security Risk Group and domestic violence offenders.
In 2017 she was promoted to Chief Probation/Parole Officer and in 2021 she was promoted to Assistant Judicial District Manager in District 22, overseeing field operation in Alexander, Davidson, Davie, and Iredell counties.
Washington earned a bachelor’s degree in psychology from the UNC – Charlotte. She has graduated from a number of leadership programs, including the NC Department of Adult Correction’s Correctional Leadership Development Program.
Heather Graham Marsh has 20 years of experience within Community Supervision in a variety of positions. She began her career in 2004 in Moore County as a Probation/ Parole Officer specializing in supervising sex offenders. In 2014, Marsh was promoted to Chief Probation/ Parole Officer in Moore County. She has training in Crisis Intervention and a graduate from Peak training.
In 2020, she was promoted to Assistant Judicial District Manager for 19B, overseeing Montgomery, Moore, and Randolph Counties.
She is a graduate of UNC Charlotte with a bachelor’s degree in psychology. She holds intermediate and advanced law enforcement certificates from the N.C. Criminal Justice Education and Training Commission.
