The North Carolina Department of Adult Correction continues to take appropriate actions to ensure safety and security in the wake of Hurricane Helene.  

Many offenders who transferred out of western NC prisons after the storm have returned to facilities in the west. Please check the NCDAC Offender Public Information database to determine locations of relocated offenders.

TRANSFERS 

These facilities remain vacant until drinkable water service is restored:  

Offenders returned to Craggy Correctional Center, Western Correctional Center for Women, and the Black Mountain Substance Abuse Treatment Center for Women during the week of November 18, after the water system that serves Asheville and much of Buncombe County began providing drinkable water. The two prisons in Spruce Pine are not expected to be reoccupied until early 2025.

Offenders may not return to the same facilities where they were housed pre-storm.  Craggy CC was repopulated by men in medium-custody.  It housed a minimum-custody population before the storm.  An additional unit at Alexander Correctional Institution has been re-opened and occupied by men in medium-custody.  

Locations of incarcerated persons will appear on the NCDAC Offender Public Information database approximately 24 hours after relocation.

CURRENT STATUS

  • Power is restored at all prison facilities.
  • Data/internet is restored at all prison facilities.
  • Work to restore water service continues at unoccupied facilities.
  • No prison facilities were flooded or significantly damaged.
  • All NCDAC facilities are accessible to local roads..

VISITATION 

Visiting at all occupied prison facilities has returned to normal schedules and operations.

PHONE/TABLET SERVICE

Offender phone service is operational at all occupied facilities.   NCDAC staff worked to make tablets operational for relocated offenders as quickly as possible.  Traditional wall phones are also available for outgoing offender calls.

WATER SUPPLIES 

All occupied prison facilities have drinkable water service from operating water systems.  
Work to restore community water systems serving unoccupied facilities is continuing (Avery/Mitchell, Mt.View) 

FUEL and POWER

  • Power has been restored at all prison facilities.
