NCDAC recognizes outstanding Community Supervision employees

The NC Department of Adult Correction recognized outstanding Division of Community Supervision employees on July 10 in a celebration at the McKimmon Center at North Carolina State University.

Awards were presented at the district, division and department level for Probation/Parole Officer, Chief Probation/Parole Officer, Assistant Judicial District Manager, Judicial District Manager, and awards for Above and Beyond and Heroism. Probation/Parole Officer of the Year - Aaron Cyr - District 13

PPO Cyr's exceptional performance, proactive approach, and selfless dedication to improving community safety and supporting his colleagues make him a true asset to the State of North Carolina. He volunteered to specialize in sex offender supervision that has allowed an important population to gain and receive appropriate supervision. He also works to assist the public in times of need through EMRT service. His commitment to service and exceptional performance extends beyond his regular duties and responsibilities.

On December 11, 2023, PPO Cyr responded to two serious accidents. In the first incident in Shallotte, NC, PPO Cyr witnessed and responded to a vehicle accident where the driver was unresponsive. He took quick action, removing the driver from the vehicle, administering Narcan, and performing life-saving measures until emergency responders arrived.  Later that day also in Shallotte, he witnessed another vehicle accident involving partial water submersion. He assisted in safely removing occupants, initiated triage, and coordinated with emergency services before their arrival.

Above and Beyond Award - Michael Garbarino - District 14

PPO Garbarino is a valued and trusted, hardworking probation/parole officer who has become a mentor to his fellow co-workers in Chatham County and District 14.

Serving as Chatham County’s probation/parole officer and sex offender officer, Officer Garbarino consistently exceeds expectations in his role. His commitment to training and mentorship has not only enhanced the skills of his colleagues in District 14 but also contributed significantly to the overall improvement of community supervision operations across Division 2 and beyond. Beyond his regular duties, Officer Garbarino volunteers at events like the NC State Fair to assist in monitoring sex offenders and supporting local law enforcement agencies.

Heroism Award- Kalla Hughley - District 28

PPO Hughley is being recognized for her heroic actions during the Juneteenth event in Downtown Asheville on June 17th, 2023. PPO Hughley arrived at the event with her family and immediately intervened when a confrontation among teenagers escalated into gunfire. She courageously approached the youths involved, attempting to de-escalate the situation, and when one of them produced a gun, she swiftly alerted others nearby by yelling “Gun!”. After the shooting, PPO Hughley's training and quick thinking came into play as she applied a makeshift tourniquet to the gunshot victim, stemming severe bleeding and providing critical first aid until professional help arrived. Her calm under pressure, compassion, and effective communication with authorities ensured the victim received timely medical attention.

In the news coverage, Captain Silberman with the Asheville Police Department stated that "There happened to be an off-duty probation and parole officer at the scene, that person had training and was able to create a makeshift tourniquet to stop the victim's bleeding. They likely saved that child's life."
