Officials with the Department of Adult Correction (DAC) have promoted David McCarthy to the position of Judicial District Manager (JDM) in Judicial District 2, effective November 25.
In his new position, he will oversee Community Supervision operations in District 2 which covers five counties in eastern North Carolina – Beaufort, Hyde, Martin, Tyrrell and Washington.
“Being a Judicial District Manager is a challenging position, but I know that David McCarthy is ready for the task at hand,” said Todd Ishee, secretary for the Department of Adult Correction. “His dedication and commitment to Community Supervision have prepared him well.”

Lee, deputy secretary for Community Supervision. “They exemplify our department’s mission of helping maintain community safety and making positive changes in the lives of those we supervise.”
McCarthy began his career with DAC in 2005 as a Correctional Behavioral Specialist at Craven Correctional Institution, where he was promoted to Correctional Case Analyst in 2007.
In 2012 McCarthy transitioned to Community Supervision as a probation/parole officer. Since 2016 he has served as a chief probation/parole officer in Pitt County. During his career he has supervised caseloads to include sex offenders, domestic violence, security risk group, and extended limits of confinement. Since 2021 he has led the Apprehend, Capture, and Enforce (ACE) team in Pitt County. McCarthy has served as a member of the Shield Team, Emergency Response Team, and was appointed as a member of the Pitt County Domestic Violence Fatality Review Team. In 2022, he was awarded the NCDPS Badge of Excellence for Public Service.
McCarthy is a graduate of Western Carolina University
